LRC policies

 

1. Strategies, responsibilities and objectives of Thai Nguyen LRC

1.1. Strategies

Thai Nguyen LRC will

- Mirror the strategies and objectives of Thai Nguyen University

- Cooperate with other LRC's to form an integral LRC system in the country with the aim to share experiences, resources and support each other in order to serve users in the most effective way.

- Collaborate with faculty and staff from member colleges so that the objectives of the LRC can be fulfilled.

The strategies for developing learning methods are based on the principles of life-long learning and learner-centered methodologies by:

+ Providing information resources and services to improve the quality of learning, teaching and research.

+ Developing online information services.

+ Developing information literacy programs that serve the future research

and study activities of TNU

1.2. Responsibilities

Thai Nguyen University learning Resource Center strives to implement the

following:

+ Always ensuring adequate and relevant information resources are available to best support the learning, teaching and research activities of Thai Nguyen University

+ Always engaging in professional development to improve our professional and foreign language standard to support users in locating and using information effectively

+ Encouraging users and visitors of Thai Nguyen University to fully exploit the information resources of the LRC

1.3 Objectives
The main objectives of Thai Nguyen University Learning Resource Center:

- To diversify and improve the mode of accessing information for faculty and students of member colleges.

- To facilitate member colleges in their transition from the traditional teaching method to the new learner-centered methodologies.

- To market the LRC as a reliable place for study and research, not only users of member colleges but also people who are interested in the northern mountainous area of Vietnam.

- To positively contribute to the changing way of thinking and using libraries now and in the future

- The LRC will act as the gateway for exchange of information with other

national and international training foundations.

1.4. Service Principles

Thai Nguyen University Learning Resource Center pledges:

- to implement the principle of behaving equally toward everyone who comes to the LRC.

- (that) the staff are highly qualified, and provide professional and enthusiastic methods to serve users for study, research and general use of LRC resources .

-(that) with modern systems and equipment we will provide users with a high quality student centered environment for study and research supported by a range of services and facilities (mainly free services)

3. Policies of the LRC

a) General policies

1: Users

Each user is issued with one (LRC) library card.

Users need to show their own library card when coming to the LRC. Also, users must show the library card when booking and using rooms.

Users are not permitted to lend or allow others to use their library card. If the library card is lost or damaged, users need to report to the Circulation Desk at the LRC.

Users are completely responsible for the loss or damage of their library card

Library cards are issued with an expiry date, so users will need to renew their card annually and return their card upon graduation.

Types of users who are issued library cards:

Staff, students of both undergraduate and postgraduate, research staff, civil servants and office holders of Thai Nguyen University

Graduate students, alumni, master's degree candidates, students learning abroad, students and pupils of Thai Nguyen University

Other types as advised by the Board of Directors

2: Policies for LRC users

  • Show a current library card when entering the LRC and upon request.
  • Preserve materials and property of the LRC
  • Register to use computers following the policies; login by individual accounts and log out after using (turning off the computers is not permitted).
  • Check materials before borrowing.
  • Be responsible before law for act s of vandalism when using information resources at the LRC
  • Replace materials after use.
  • Return materials to the correct location when hearing the closing bell or announcement
  • Do not adjust, untie or change the position of any equipment or devices at the LRC
  • Do not write, draw on tables, walls or any property owned by the LRC.
  • Do not leave the LRC with materials, books, journals and any other equipment or device belonging to the LRC without the permission of the Director Board or a responsible person from the LRC.
  • The LRC is not responsible for errors or loss of personal profile stored in computers
  • Observe the signs and keep silent where instructed, be quiet at all times and keep the LRC clean and tidy.
  • Do not take any weapons, inflammables or explosive substances, magnetic equipment or large equipment into the LRC; do not take private property or personal belongings to reading or discussion rooms, place them in the storage places or the lockers provided.
  • Do not smoke, and consume food or drink (except in the Cafeteria). The use of alcohol (beer, wine) and stimulants is prohibited at the LRC.
  • Users are required to comply with all fire regulations
  • Users are required to comply with local and international copyright laws
  • Users are to comply with all written and verbal instructions while using the LRC
  • Users will be reported to the Director Board or appropriate law if the above regulations are breached or broken.

3: Users' rights:

Users are permitted to use the computer system at the LRC to search OPAC, searching materials or to access the online information at the LRC.

Users can borrow or access information resources, according to their user rights.

Users can use other services if they are available at the LRC according to the policies apprpved by the Director Board.

4: The LRC prohibits the behaviors that damage property and facilities involving stealing materials, tearing materials; writing and drawing or erasing text from books, journals and other materials.

Accessing online information at the LRC:

  • Users are not permitted to access the Internet to use, store, exploit or transfer information resources illegally. These includes information resources with dubious contents, debauchery or contents that damage the benefits of the nation and have a negative influence upon economics, politics, culture, society, military and national security.
  • Users are not permitted to delete, add, cut or change information content or cause damage to databases or attempt to damage the network or library system of the LRC.
  • Users are not permitted to install any software in computers

5: Disciplinary Procedures:

Every breach, depending on its severity will be treated according to the following process:

  • Warning
  • Temporarily suspension of the right to use the library card.
  • Complete withdrawal of library card.
  • Implementation of fines according to the LRC policies
  • Compensation for damage according to the LRC's investigation
  • Temporarily suspend or completely suspend users' study at their colleges.
  • Application of different processes according to ordinances for Officials if applicable
  • Prosecute before law.

6: The policies apply to all users of the LRC

b) Policies of the IT Department

 Treat all LRC equipment with care and respect and take responsibility for

damage and misuse.

  • Use computers for study and research only.
  • The LRC account is for personal use only. Do not share accounts with others. Do not lend others your login or passwords.
  • Seek assistance from LRC staff if you wish to use memory devices such as USB, DVD or CD.
  • Do not install or delete software from LRC computers. Do not change, untie, move computers or uninstall software. Do not willfully use computers to distribute viruses, or damage the network or LRC system, etc.
Do not turn off the computer after use.
